Socio-economic behavior of households of the border region as an indicator of society transformation

Importance The article deals with the problems of institutional transformation of the Russian society. Using a case of the border region we have analyzed the socio-economic behavior of households in different areas: a labor market, consumer orientations, investment and financial strategies.
     Objectives The purpose of the article is to assess the compliance of the current behavioral practices and strategies with the market concepts.
     Methods We used a descriptive analysis of changes of attitudes, strategies and behavioral practices in different socio-economic areas. Empirical evidence of the economic and sociological surveys carried out in the territory of the Republic of Karelia in 2012 provided an information base of the study.
     Results We have identified a wide range of models of economic behavior from destructive to optimally effective, among which the transition ones dominate. Our paper shows the active development of new economic sectors (finance, investment in physical and human capital, increasing a consumer structure). In addition, we considered the different employment strategies of households consisting of single employment (employment on one computer), secondary employment, as well as entrepreneurship and unemployment.
     Conclusions and Relevance We conclude that in terms of inefficient institutions, socio-economic behavior of households of the cross-border Russian region is more situational in nature, reflecting the adaptive content of institutional development. The results of the research may be useful in making management decisions in the field of employment, financial institutions and social policies.


Social security system: Gaining access to high-tier social services

Subject The article reviews the accessibility of social innovations for mentally challenged people, implying that mental disorders shall mean a stable psychological malfunctions and impairment of all development aspects. We also focus on factors helping to overcome high-tier social services.
Objectives The study determines what is required to increase the qualify of living for young mentally challenged people.
Methods We performed the content analysis of the effective governmental programs and laws, national and regional projects for protection of rights and freedom of disabled people. The article analyzes social practices of assisted living that exist in Russia and abroad. We also delve into the specifics of implementing such social practices of assisted living for disabled people in the Republic of Karelia.
Results We figured out what is required to implement the social innovation of assisted living and reaching high-tier social services. The article indicates factors of the ubiquitous performance of such technologies and provides models for rending social services through families and special facilities. We also evaluate the role of social entrepreneurship for promoting social innovations.
Conclusions and Relevance Assisted living helps people with disabilities make a choice and live independently, exercising their rights, which means that this innovation will allow for the enforcement of Article 7 of the Constitution of the Russian Federation proclaiming the country as a welfare State. Currently, the social security system generally fails to make social services more accessible for mentally challenged people so as to improve their quality of living.

Twenty years ago Russia has entered into market economics which supposes the existence of various forms of property in all economic fields, including agriculture. One of such forms is entrepreneurship, which has being paid a lot of attention to and being considered as one of the most significant factors of economic growth. Rural entrepreneurship plays a particular role in agricultural development, but nowadays in tends to be very vulnerable and undefended. This article covers the following questions: the essence of entrepreneurship; the peculiarities of rural entrepreneurship; the personnel, technical, legal, social and some other problems of modern Russian rural entrepreneurship; the measures that should be taken to support and give prospects to the rural entrepreneurship in Russia.
