A model of network portfolio investment in innovative projects of the regional economic system of petrochemical industry cluster

Subject This article considers small innovative enterprises aimed at high-tech science-intensive production as a mechanism of increasing the stability of the entire regional economic system.
Objectives The article aims to determine the minimum and maximum expedient investment in the portfolio of innovative projects.
Methods For the study, we used the critical path method.
Results The article presents a developed authors' approach to the network planning of portfolio investment of innovative projects of the regional petrochemical cluster. As well, it offers algorithms of estimation of probability of realization of all interrelated projects within the specified budget and estimation of maximum possible amount of financing of execution of all complex of works with given probability. The results of the work are accompanied by examples of using the sectoral method and potential method in the network planning of portfolio investment of innovative projects.
Conclusions The solution of this problem described will help reduce investment risks.


A digital econometric analysis of the influence of small innovation enterprises of the petrochemical industry cluster on the regional economic system: The Republic of Tatarstan case study

Subject This article examines the volume of shipped goods of the petrochemical industry cluster of the Republic of Tatarstan in 2012–2018, as well as the works and services performed on the basis of clean product economic activities in the whole region and organizations that are not related to small enterprises.
Objectives The article aims to determine the importance of small innovative enterprises and find the optimal ratio of processing productions of the petrochemical industry cluster in the regional economic system with a predominant share of revenues from oil and gas extraction and processing in the context of the national digital economy strategy.
Methods For the study, I used the methods of multivariate regression and simplex optimization.
Results The article states that the models of multivariate regression and simplex optimization of the regional petrochemical industry cluster's development in the Republic of Tatarstan as a whole and by aggregate of major budget revenue generating enterprises only practically coincide completely. The predominance of large-scale production in the economy of the region is characteristic of the 20th century and therefore the Kazan and Kama industrial agglomerations are now recognized as ineffective.
Conclusions The post-industrial economy is based on digital innovation technologies. Their greatest efficiency is possible in the organizations related to small business. Concerning the digital aspect, it is necessary to improve the methods of economic and mathematical modeling of innovative projects ensuring the improvement of innovation infrastructure efficiency and the transfer of technology and innovations.
