Ecological and ethnological concept of the depressive region development

The concept of depressive region is defined in the article. Depressive state is understood by the author as a social and economic phenomenon, the form of the adaptation to transformed economy conditions. Characteristic features of depressive regions are disclosed in this article. Regulation of depressive region’s development is proved on the basis of the ecological and ethnological concept.

The need to actualize the regional resources to overcome the economical depresion stimulates the underdeveloped regions to transfer to the radically new model of economical development with creative descision-making. Depressed subsidized refgion needs additional sources of financial aid, besides those attracted due to the natural resources development; it is also important to intensify the use of the previously accumulated scientific and industrial facilities and intellectual resources.

Under consideration there are carrying-out of special programmes in depressive regions as one way to reduce a lag in a level of social and economic development. Experience of realization of federal and republic special programmes in the Republic of Tyva, a depressive region in Siberia, and problems having solved by the pointed instruments of regional policy have been analyzed. In the article the possible ways of regional clusters forming in the Republic of Tyva are investigated. With the use of formal methods of classification of territorial formations four macroeconomic districts are selected in the republic. On the basis of GIS technologies the spatial analysis of the macroareas has been conducted. The questions of the prospective specialization of each macroarea promoting its steady development and transformation to the successfully functioning economic clusters are considered.

In article are investigated problems of development of a labour market of backward depressive region of Siberia - the Republic of Tyva, having one of the highest rates of unemployment. Authors state bases of the modern Concept of social policy in Tuva regarding regulation of sphere of employment and formation of personnel potential of region. The basic ways of the decision of problems of employment in the conditions of realisation of large investment projects, the forecast of development of a labour market in the long term till 2020 are offered.

Under consideration there is definition of basic concepts for analysis of investment activity: investment potential of a region, investment climate, and investment risks. Dynamics of investment into capital stock and state of fixed-capital assets in the Republic of Tyva in 1995-2008 have been analyzed. Factors, conditioning a low level of investments into capital stock, and concurrent preferences of the republic economy, considered on the choice of investment strategies, have been studied.
     The author proposes basic lines for formation of favorable investment climate in the region, state supervision of investment activity including methods of direct and indirect impacts.

Current level of investigation of sustainable development problems by domestic and foreign scientists has been analyzed in the paper. The authors propose a periodization of taking of sustainable development idea by world society since 1980s to the present day. Features of problems elaboration, targets, and criteria of sustainable development on the regional level are substantiated.
     Main problems of socio-economic and environmental development of the Republic of Tuva, depressive region near international border of Russia, are considered. Guidelines for economic mechanism development are proposed. The goals are orientation of republic economics to introduction of environmental technologies and preservation of culture of ethnos populated the republic. The authors substantiate a necessity of elaboration of Strategy of Sustainable Development of Tuva, directions of growth of economics and social sphere of the region, steps of getting on a sustainable development trajectory.

Subject This article compares the financial and economic performance data of the economically challenged region with their average level in Russia.
Objectives The article aims to justify the main directions of improvement of the regional policy of the Federal authorities responsible for the mechanisms of transferring budget funds to bolster struggling regions.
Methods For the study, we used the methods of systems, economic, and statistical analyses, classification, comparison, and the Delphi technique.
Results The article defines directions of improvement of strategic and fiscal policies concerning the socio-economic development of the Tyva Republic as an economically depressed area.
Conclusions and Relevance The socio-economic situation in the Tyva Republic keeps on deteriorating. Using system-based fiscal transfers can be an effective way to improve the budget system. The conclusions of the article can be used by the management bodies in developing strategic directions of regional development management.
