Development of approaches to assessment of efficiency of functioning of regional tourist clusters

In the article on the basis of synthesis of existing approaches the principles of an assessment of efficiency of functioning of regional tourist clusters are considered, the algorithm of such assessment taking into account foreign experience is offered and approved. The conclusion is drawn that for this assessment it is expedient to use the integrated approach considering degree of satisfaction of requirements of target groups of a cluster, an interaction level of development between such groups, and also factors of functioning of a cluster.

Revisiting the issue of strategizing of the Russian regions' export marketing activities

Subject This article examines the Russian and foreign approaches to the development of export-focused strategies of regions.
Objectives The article aims to identify problems of formation of export-focused strategies of Russian constituent entities.
Methods For the study, I used a content analysis and a comparative analysis.
Results The article shows the problems of export business and proposes to group the instruments of its development at the regional level by type of internationalization (external, internal, and electronic). It also proposes concrete solutions for the application of international strategic management tools when developing strategies of the region's export activities, considering the Pskov Oblast as a case study.
Conclusions Multi-pronged export strategies of the Russian Federation constituent entities will ensure a long-term sustainable effect, namely strengthening the region's competitiveness in the world market by adapting its internal and external environment to internationalization requirements.

Interregional cooperation between peripheral regions of the Northwestern Federal District: Problems and prospects

Importance The article deals with the issues of interregional cooperation between the RF Northwestern Federal District regions.
Objectives The paper aims to identify the problems and prospects of development of the interaction of peripheral regions with low population density focusing on the improvement of their socio-economic development in the context of reduction of foreign trade activities.
Methods For the study, I used the methods of generalization of research materials, evaluation, comparison, correlation analysis, and the content analysis.
Results As a result of interregional cooperation estimation in target regions, I have revealed certain perspectives of such cooperation development and systematized them into 3 groups: improvement of management support; adaptation of federal and sub-federal legislation; intensification of economic cooperation in priority sectors of regional socio-economic development.
Conclusions and Relevance Interregional cooperation factor is underestimated in the strategic management of socio-economic development of peripheral regions of the Northwestern Federal District. I offer certain recommendations on a number of economic, legal and institutional measures to enhance the interregional interaction in such regions aiming at improving their socio-economic development. The research results can be used and implemented by the authorities in strategic management of regional socio-economic development.

Tourism cluster management

Importance The article is devoted to the methodology to manage tourist clusters. The relevance of the topic is due to the intensification of the process of creating tourism clusters in the territory of the Russian Federation in the framework of the Federal target program "Development of domestic and inbound tourism in the Russian Federation for 2011-2018", approved by the Government of the Russian Federation of August 02, 2011 № 644 (as amended on February 18, 2014).
     Objectives The purpose of the study is to develop a system to manage tourist clusters.
     Results I have addressed the following objectives: studying the existing methodological and scientific development and the identification of organizational problems in the management of tourist clusters, as well as the development of methodological proposals aimed at solving the problems identified. My paper systematizes and summarizes the basic approaches of Russian and foreign scientists to the determination of objectives and methods of managing tourist clusters, as well as to the formation of the organizational structure of cluster management. I propose a new approach to classify cluster management tasks by kinds of synergies resulting from the operation of the cluster. I have developed a two-dimensional classification of tourism clusters in function and task management. I have suggestions to organize a tourism cluster management, which include the organizational structure, job descriptions and the identification of sources of funding. I have developed a system of management of a tourist cluster, which includes the object and the subject, management purposes and tasks, administrative functions and methods, the organizational structure of the entity of management.
     Conclusions and Relevance I have concluded that the introduction, in practice, of the managing tourist clusters proposed system will enhance the efficiency of using different methods of management by a clear delineation of responsibility for the implementation among participants in the management process. The developed system may be used in the formation of methodical documents for executive bodies and management of tourist clusters that will increase the efficiency of their activities.
