Many operations of the modern economy base on an information technology. To form basic elements of information economy and network allow to speaking of forming an information-network infrastructure of the economy providing continuous and productive interaction of economic agents in it. In the article necessary incentives for growth of enterprise activity in the village where business sometimes is the only way of existence and a survival are analysed. Authors investigated key components of motivation, namely: financial incentives as the standard of living in rural territories is rather low that is the most important reason of outflow of the population. For development of agrotourism the motivational model of business activity directed not only on formation of enterprise potential, but also on its reproduction is offered.

In the article it is considered the main trends in the movement of financial capital in the Russian economy, which are became very actual problem at the present stage because the financial capital serving as a basis for economic development, continually transforms its essence, depending on the evolution of the economic system as a whole. The dynamics of capital accumulation, gross saving, gross investment, as well as key indicators of the banking system were analyzed. It was concluded that Russia faces an ineffective mechanism of transformation of savings into investment.

The paper is devoted to the global experience of public-private partnerships (PPP) in the tourism, revealed the problems of PPP development in the Russian tourism industry. The package of measures for efficient use of PPP instruments in the field of tourism in Russia is proposed. Effective cooperation between the state and business structures will reduce the cost of construction of tourist infrastructure, improve the investment attractiveness of the country, the proportion of foreign investment in tourist infrastructure, to form an image of Russia as a country attractive for the development of domestic and inbound tourism, to increase tourist flows.


Territorial transformation of entrepreneurial motivation

Subject This article discusses the issues of entrepreneurial motivation, its internal structure, stimulation and territorial transformation of motives of entrepreneurial activity in a particular region.
Objectives The article aims to analyze the underlying motives for entrepreneurship in various countries and see how the territorial transformation of entrepreneurial motivation corresponds to the level of economic development.
Methods The study is based on the analysis of entrepreneurial motivation in Turkey, Germany, Great Britain, New Zealand, and Russia.
Conclusions and Relevance The study shows that the external circumstances, which act as forcing incentives, compel the majority of Russian entrepreneurs to do business. The results of the study are of interest for further research in the field of motivational influence on entrepreneurs, as well as development of strategies and concepts of development and State support of entrepreneurship in Russia.

Subject This article examines the issues of innovative entrepreneurship, the current state of which reflects the level of economic development of areas, regions, and the State as a whole.
Objectives The article aims to conduct a comprehensive analysis of the modern state of innovative entrepreneurship in Russia.
Methods For the study, we used the methods of quantitative and qualitative analyses of international ratings of innovative development, statistics of the Federal State Statistics Service, and the ratings of innovation companies and innovation regions of Russia.
Results The article reveals the main constraints and problems of development of the system of the Russian innovative entrepreneurship.
Conclusions and Relevance The identified problems of development of innovative entrepreneurship in Russia are a small part of the obstacles, slowing the emergence and growth of innovation companies and enterprises in the sphere of small and medium-sized business. Solving these problems is a prerequisite for increasing the innovative potential of domestic enterprises, which will help the Russian economy to enter the innovative path of development. The results of this study can be used to promote entrepreneurship and innovation at the regional and federal levels.

Subject This article examines the infrastructure of support for technology entrepreneurship at the regional level, considering the Volgograd Oblast as a case study.
Objectives The article aims to analyze the regional infrastructure to support technology entrepreneurship and develop practical recommendations for its improvement.
Methods For the study, we used a systems approach and the methods of analysis and synthesis, comparison, generalization, and involved observation.
Results The article reveals the low effectiveness of measures of State support for technology entrepreneurship in the regions. It also offers certain ways to address the problem.
Conclusions and Relevance To develop technology entrepreneurship in the region, it is necessary to restructure the system of institutional support, organize a tripartite cluster-type interaction between the business community, research organizations and public authorities. The results of the study can be used by the authorities responsible for the development of entrepreneurship and innovation, as well as the business community.
