Subject. The company's ability to meet its obligations on time and fund its operations, problems with using traditional cash flow management methods.
Objectives. Development of the conceptual foundations for creating adaptive tools that ensure a company's financial stability across a wide range of external changes.
Methods. Developing the conceptual foundations for creating adaptive tools that ensure a company's financial stability across a wide range of external changes.
Results. Key factors have been identified that hinder the development of tools for managing cash flows under sanctions pressure (breaks in statistical links, reduced regulatory function of long-term budgeting, ignoring the 'multiplicity of currency regimes'). The need to move towards scenario planning, integrate 'zero-based budgeting,' and use dynamic cash flow modeling has been proven.
Conclusions. The proposed approach allows the company to boost its resilience to external pressure, turning survival into a competitive advantage.

Keywords: cash flows, cash flow optimization, scenario planning, budgeting from scratch, adaptive management
