Subject. The impact of the service sector on the nature of society's development. Objectives. A critical analysis of different interpretations of the concept of 'service' and developing recommendations to improve the effectiveness of government policy in digitalization. Methods. General scientific research methods were applied. Results. An original interpretation of the concept of 'service' is proposed, which should be understood as a labor product that has specific properties such as intangibility, incorporeality, inseparability, usefulness, and productivity. An algorithm for creating organizational and administrative documentation for providing digital services has been developed. Conclusions. It is necessary to develop a concept for forming and developing the service sector in the Russian Federation, to systematize statistical accounting in this area, and to identify indicators that characterize the risks associated with providing digital services.
