Subject. This article discusses the issues of demographic transformation and involvement of the older population in economic activities.
Objectives. The article aims to search for tools that can help mitigate the negative impact of an increasing percentage of the older population on the Russian economy.
Methods. For the study, we used the general scientific research methods.
Results. The article finds that the implementation of the silver economy concept involves synthesizing the principles considered within the framework of inclusive economic growth theory and socioeconomics. It is necessary to enhance the importance of public institutions that contribute to expanding human opportunities, including access to education, employment, and increased life expectancy.
Conclusions. In Russia, at the regional level, when developing economic development programmes, the needs of the older population in the production of certain goods should be taken into account.
