A methodological approach to assessing the national project – Ecology effectiveness funding by the Russian Federation subjects for federal projects: Development and testing

Subject. This article discusses the issues of implementing federal and national projects at the regional level.
Objectives. The article aims to group Russian regions by level of financial efficiency in the implementation of federal and national projects.
Methods. For the study, we used retrospective, systems, and functional-and-structural analyses.
Results. The article presents the author-developed indices helping rank Russian regions taking into account their sectoral specialization and regarding the effectiveness of funding for federal projects and the national project – Ecology as a whole for 2020–2023.
Conclusions. The results of the study show a significant regional differentiation in terms of the effectiveness of project funding. The selection of target indicators (both primary and additional) should be more justified, and the determination of funding volumes requires special attention.
