Subject. This article discusses the implementation of the economic potential of the constituent entities of the Russian Federation. Objectives. The article aims to develop a basic framework for the formation of a spatial development programme for the municipalities of the Khanty-Mansi Autonomous Okrug–Yugra. Methods. For the study, I used the general scientific research methods. Results. The article outlines the main tasks and objectives of spatial planning programmes at the regional and municipal levels. Conclusions. The preparation of programmes for the spatial development of municipalities is not mandatory in the Russian Federation, and there are also no methodological recommendations for the preparation of such programmes. This has a negative impact on the quality of governance at the municipal level.
