Subject The article identifies problems related to an increase in the efficiency of budget spending in network of State-financed and autonomous institutions in the constituent entities of the Russian Federation. Objectives The study aims to formulate practical proposals for improving the mechanism of financial support to State (municipal) jobs. Particular focus is on competition development in public (municipal) service (work) delivery, restructuring of institutions, and improving the regulatory framework used in the formation of State (municipal) job. Methods I analyzed main problems associated with the quality of public (municipal) service delivery in Russian regions, and offer my own approach to grouping them. The grouping identified major possible solutions. Results The findings show that to increase the quality of public and municipal services in the constituent entities of the Russian Federation on the basis of State (municipal) jobs it is necessary to hold activities for development and application of norms of financial expenses. The analysis of experience and reform of public (municipal) service delivery may be useful for future practical implementation of tools to increase the efficiency of budget spending at the State and municipal levels. Conclusions Further development of the network of institutions providing State (municipal) services has extremely positive features for socio-economic development of the subjects of the Russian Federation, and is especially important under improving the efficiency of budget expenditures.
