Importance In the current circumstances, the idea of growth poles is a traditional component of the Russian regional policy at the federal and regional levels. The formation of growth points is an important goals for any constituent entity of the Russian Federation, since it may push the development of adjacent and peripheral areas. It becomes difficult to address this issue due to absence of methods for identifying backbone municipalities and the state of municipal statistics.
Objectives The research identifies reasons why the theory of growth poles is so popular in Russia. I also propose a method to identify backbone municipalities that have the potential for forming local growth poles, evaluate municipal statistics and test the method with data of the Khabarovsk Krai.
Methods The research of the polarized development of the constituent entities of the Russian Federation involves methods of logic, statistical analysis.
Results Currently, municipal statistics does not allow to evaluate the situation comprehensively and retrospectively. The data matrix is very sparse. The proposed method for identification of backbone municipalities helps to determine types of municipalities in terms of their development prospects as growth poles of spatial arrangement of the region’s economy. I identified five groups of municipalities in the Khabarovsk Krai.
Conclusions and Relevance The proposed approach allows to quantify the socio-economic potential of municipalities in the constituent entity of the Russian Federation, and determine those that have the strongest capabilities for polarizing the regional development. Khabarovsk and Komsomolsk-on-Amur have the real socio-economic potential for forming local growth points. The findings can be used to articulate the State regional policies in economic systems of various level.
