Regions with the peripheral economies: The problematical character and its consideration

Importance The article deals with the problem of overcoming the peripheral status and enhancement of the development of the economy of underdeveloped agrarian-oriented regions of Russia as a way to ensure a balanced territorial development and implement integration synergy.
Objectives The paper aims to define the reality type inherent in the underdeveloped regions of a given country in a mirror of the Dependency theory of countries; identify characteristic causes of underdevelopment for the type of reality; search for and justify the directions and measures of achievement of self-movement of regions in development; define the role of the State and civil institutions in solving the problem to enhance modernization of underdeveloped regions.
Methods Fundamental works of domestic and foreign scientists in the field of regional studies and problems of development of underdeveloped countries in the world are the foundation of the study. I used multidisciplinary and statistical analyses that helped develop conceptual approaches to the development of backward regions.
Results The article shows the factors affecting the reproduction of chronic underdevelopment of regions. It estimates the role of public administration and civic engagement in overcoming the peripheral status. The article substantiates the thesis of refusal of the dogma of established interregional division of labor.
Relevance Scientific developments and the proposed approach to overcome contradictions associated with uneven development of regions of the country can be used when developing measures of institutional reforms aimed at revitalizing the development of regions with economies of peripheral nature.
