Global and domestic trends in urban development: Integration, globalization, competition, and clustering of cities

Importance The article analyzes the modern tendencies of urban development at the global and national levels: integration, globalization, competition, and clustering. The paper examines the tendencies-related effects and problems of theoretical and practical nature that are advisable to be taken into account in the strategic planning of urban development.
Objectives The article aims to analyze the most significant, complex processes in the field of urban development and identify their specific implementation in the Russian environment that can help identify the priority concentration areas for strategic regulatory actions.
Methods For the study, I used the methods of systems, evolutionary, comparative, and descriptive analyses.
Results I specified the four most important directions for urban development. I show the contradictions in management processes of agglomeration of territories and determining an effective city size. The paper reflects the different perspectives of researchers on the process of cities competition and identifies the factors that distort the cluster development of cities in Russia.
Conclusions Development of inter-municipal cooperation in Russia is hampered by deficiency of law. Cluster development in cities of the Russian Federation is of fictitious and feint nature; it is motivated by the ability to access budgetary resources; the establishment of interregional urban clusters is constrained by administrative boundaries.
