Human resources of the Arctic: The current condition and future challenges

Subject The article reviews the capabilities of labor resources in the regions within the Arctic zone of the Russian Federation.
Objectives The research identifies why the number of labor resources changes, pointing out the existing trends, probable workplaces in the regions of the Arctic zone of the Russian Federation, and respective causes. We also assess whether the labor resources are sufficient to meet the needs of the regions.
Methods For the study, we used the economic and statistical methods of analysis.
Results As we find out, the regions in the Arctic zone of the Russian Federation see a reduction in labor resources along with growing or stable needs in them. Some regions will lack labor resources in the future, while the other regions are facing this deficit. We determined the causes of the existing processes and outlined our recommendations on how to alleviate the negative trends.
Conclusions Employable labor resources in the regions that partially or completely relate to the Arctic zone of the Russian Federation mainly shrink due to the migration outflow that exceeds the natural increase of the population. Therefore regions with developed settlement systems should assist in attracting potential residents by facilitating employment for the youth and investment in the development of educational institutions oriented at the needs of the Arctic areas. As for insufficiently populated areas, rotational shift work may appear the most reasonable decision, thus making businesses and administrations of the areas in the Arctic zone conclude cooperation agreements.
