Regional aspects of the policy of import substitution: Evidence from the Sverdlovsk oblast

Importance The article describes the regional aspects of import substitution policy using a case study of the Sverdlovsk oblast.
     Objectives The objective of the article is to identify the degree of import dependence of the Russian economy and put to an evaluation test the regional dimension of import substitution in the Sverdlovsk oblast.
     Methods For the research, I used the system, comparative, and economic-statistical analyses.
     Results I identified the degree of import dependence of the Russian economy at the present stage and proved that the policy of import substitution should be formed not only at the federal level, but also at the regional level, and at the level of the constituent entities of the Russian Federation as well.
     Conclusions and Relevance I conclude that the import-substitution policies serve as a tool to increase the competitiveness of the domestic economy and to ensure economic and national security of the country and its regions. I provide certain recommendations to improve the effectiveness of regional import substitution policy.
