Socio-economic contradictions of rental income distribution in oil-producing regions

Subject The article considers the rental relations in oil-producing regions of the Russian Federation.
     Objectives The paper aims to develop new theoretical and methodological approaches to the analysis of the contradictory and interacting interests about the appropriation of rental income and develop, on this basis, recommendations for improving the efficiency of its distribution among the members of society and regions.
     Methods Graphical and mathematical modeling, system and functional analysis, the basic tools and techniques of neoclassical and institutional economic thought served the methodological basis of the study.
     Results The article shows the role of energy resources in the development of the oil producing regions in the Russian Federation, as well as the role of the specification of property rights over natural resources and institutional environment in the mineral industry. It also says of a positive experience of Alaska (U.S. state) in developing the oil-producing region. The paper considers the rental income deriving and distribution methods in this region as very good examples of harmonization of interests of federal and regional authorities.
     Conclusions and Relevance The article concludes of a high dependency of welfare development of the region in the Russian Federation on the proceeds of the oil and gas sector of the economy. The results of the study will help identify opportunities and threats to the stabilization of the economy, increase budget revenue, improve the well-being of citizens, as well as encourage producers to the rational use of limited resources. The oil-and-gas income distribution experience can become a good recommendation for improving the effectiveness of formation and use of the Reserve Fund and National Wealth Fund of the Russian Federation. The main provisions of the work can be used for teaching economic disciplines in Universities.
