Importance Sustainable development of the urban area necessitates devising a model for the city development, which would integrate economic and environmental stabilization functions of land in accordance with standards, being agreed at each level, thus creating appropriate living conditions for population. Currently, cities of the Far East sacrifice environmental conditions for their economic development. The population faces poor residential conditions, low quality of the urban environment, notwithstanding affluent open space.
     Objectives
The objective of the research is to detect the main issues of organizing open space in the Far Eastern cities. The article illustrates the case study of the city of Khabarovsk. If those issues are addressed properly, it will improve the environment of the city and bring it in line with sustainable development standards.
     Methods The research employs various methods of economic research, including observation and collection of facts, modeling, analysis, synthesis, systems approach, etc.
     Results Contemporary city planning documentation has been found to mention comprehensive urban development but it mainly focuses on construction and development of industrial facilities and utilities engineering. The article displays the main difficulties in organizing open space of the urban area. The region's legislative framework on environment is insufficiently developed, with environmental assessment criteria for urban areas still missing.
     Conclusions and Relevance If issues of organizing open space in the Far Eastern cities are addressed and resolved, it will contribute to the favorable urban environment for citizens. Furthermore, Khabarovsk City Administration will be able to successfully attract investment and tourists and gain certain recognition and respectable status for the city.
