Subject We study the organizational and economic mechanism of functioning of the alcoholic beverages regional market, including public authorities and local self-governments, local communities, non-profit organizations and associations, and professional associations operating under public alcohol policies.
     Objectives The aim is to study the institutional structure of the regional market of sparkling wines of the Rostov Oblast and develop recommendations for its development.
     Methods For the study, we used methods of analysis and synthesis, induction and deduction, as well as interviewing and document analysis.
     Results We have studied the structure of the institutions of the regional market of alcoholic beverages and, as a consequence, the specifics of the operation.
     Conclusions and Relevance We concluded on the relevance of the search for the most appropriate methods and forms of State control of production and circulation of ethyl alcohol, alcoholic and alcohol-containing products and the corresponding legal formalization of methods of State management in the field given. In this regard, it is necessary to focus on the development of measures that combine public administration with the functioning of the market mechanisms of economy and to ensure the appropriate legal regulation, including pricing, customs and tax policy, corporate activities, and the development of competition rules.
