Energy security of the Kaliningrad region: key issues and solutions

Importance The article considers the energy security of the Kaliningrad region, one of the key problems of the Russian exclave region. Geopolitical and economic changes occurring in the world today urge to find the best way to solve this problem.
     Objectives The article aims to critically analyze the possible options to minimize energy threats to the economy of the region.
     Methods Using the methods of factor and statistical analyses, logical modeling, we explored key aspects of the region's economic security, identified the threats and critically assessed various options for addressing the issue. As a research database, we used the data of the Federal State Statistics Service and International Energy Agency statistics, analytical materials and publications on global and regional energy security.
     Results We studied the energy resource potential of the Kaliningrad region and investigated the consumption and production of different types of energy in the region. We identified the major features and weaknesses in the energy security field, and examined the plans and projects to address the identified deficiencies. We submit recommendations on the most effective ways of ensuring the energy security of the Kaliningrad region, which can be used in the development of strategic development plans for the region.
     Conclusions and Relevance We conclude that the fundamental solution to the problem of energy security of the Kaliningrad region is rather of political nature than technical or economic one. The best solution will be a compromise: all the area's countries interest-rated integration of the Kaliningrad region into the common energy market of the Baltic States and Europe.
