Strategic planning of ecological development of southern Russia's regions: principles, analysis, suggestions

Importance The article analyzes lessons learned, principles and strategic planning of the environmental development of the Southern Federal District's regions.
     Objectives The goal is to support Elinor "Lin" Ostrom's principles as the conceptual basis for strategic planning of environmental development, the identification of the level of detail and complexity of the environmental component of long-term strategies for socio-economic development of the regions of the Southern Federal District, and to identify common issues and develop recommendations to authorities.
     Methods The paper presents a comparative analysis of the environmental component of regional socio-economic development policies, and from the perspective of system approach, it justifies directions of increase of complexity in the aspect of environmental development planning.
     Results The paper identifies the elements of the environmental component of strategies for socio-economic development of the regions of the Southern Federal District, the inconsistencies of correlation of environmental policy of the District and its individual regions, common issues in strategic planning of environmental development. We develop proposals for adjustments to the model structure of the environmental block of development strategies of constituent entities of the Russian Federation in order to give it more detail and consistency.
     Conclusions and Relevance We conclude about discordance of the environmental policy of the Southern Federal District and its member regions, irregular and fragmentary nature of strategic planning of environmental development. We provide certain recommendations for upgrading of the environmental block of the regional strategies.
