Importance The article examines the development of air transport of Russia in complex economic and socio-political conditions and analyzes the industrial policy at the regional level. As a case study, I use the aviation cluster in the Ulyanovsk region to show the effectiveness of combining the administrative regulation and market self-organization of production systems. Objectives Theaim of the article is to analyze the actions and results of administrative influence on the economic and territorial aeronautical cluster's development. Methods For the study, I used multidisciplinary and statistical analyses. Results I considered ways to support the industrial development and investment attractiveness of the region, the efficiency of program-and performance-based incentives and cluster forming approach in the context of regional industrial policy. I prove that the cluster management of an aircraft-building complex of the most important one in the current economic situation. I scrutinize the administrative management of development of the aviation cluster for effectiveness. Conclusions and Relevance I conclude that the cluster approach to the management of territorial industrial complexes is replacing the branch administration, and it will be in demand in high-tech sectors of the economy and, in particular, in the aviation industry. For sustainable results of industrial policies in the region in the long term, I propose a complex of legislative, human, organizational and technological measures of support from the Federal and regional authorities.
