Importance The article considers the issues of innovative security as a component of the region's economic security. Previously, threats in the field of innovation have been examined and addressed in many official documents. The National Security Strategy of the Russian Federation refers to the issues of technological security, the State innovation and industrial policies, fundamental and applied sciences, education, as well as the public-private partnership development in the field of science and technology, and the establishment of conditions for integration of science, education and industry. The paper considers the conditions for integration of science, education and industry, and it also underlines that currently the official documents lack a definition of innovation security.
     Objectives The paper aims to discuss the scientific approach to evaluation and the legislative framework of the definition of region's innovation security.
     Methods We use the methods based on a rating assessment of regions using correlation indexes of internal current expenditures for basic and applied researches, development and the share of expenditures for research and development in domestic regional product. Among the major threats in the field of innovation of the Russian Federation regions, we identified insufficient funding for research and application development, low level of the competitiveness of the scientific and technical developments in global markets, the imperfection of intellectual property protection laws and attracting of investors, and promotion of innovative entrepreneurship.
     Results The paper substantiates the need for a legal framework of regulating the activities of venture capital funds focused on high technology, and it also underlines that particular attention should be paid to the small innovative business development as the basis to transfer technologies to the economy.
     Conclusions and Relevance Implementation of these innovation policy directions will contribute to the promotion of innovative technologies and products, and it will facilitate enhancing of an innovation security of the Russian Federation regions.
