The scientific basis for the study of sustainable economy of the border region

Importance The article focuses on the theory, methodology and methods used to assess economic sustainability of the border region. The authors examine economic relationships that have an effect on setting up an economic sustainability mechanism in terms of mutual influence and mutual relation of all the social and economic processes, and an increase in internal and external pressure on the national and regional economy.
     Objectives The research aims at devising new approaches and methods for improving economic sustainability of border regions during global challenges, finding solutions to social and environmental matters relating to the border location.
     Methods The research relies on comparative, economic and statistical analyses, as well as the golden section technique and a cluster analysis.
     Results The researchers critically summarize the Russian scientists' approach to setting up criteria of regions' economic sustainability and stability, investigate the social and economic development issues of border areas at the meso-level of the border region. To evaluate economic sustainability of the border areas in the Siberian Federal District, the researchers apply the reproduction approach considering the region as a relatively autonomous constituent with the own reproduction cycle, rather than only a subsystem of the national social and economic complex. The researchers find out that, in the border areas of the District, ultimate consumption considerably exceeds gross savings, and the economy is less sustainable. They also determine that a significant number of environmental, economic and social sustainability issues are handled at the municipal level. The researchers devise methods to determine the sustainable development of municipal entities, relying on the integral sustainable development index, differentiated evaluation of the environmental and economic development, evaluation of the infrastructure resource availability.
     Conclusions and Relevance The authors substantiate their conclusions on a need to consider the border location factor when taking managerial decisions on financing of expenditure commitments of the Russian border regions' budgets. The results may be advisable for federal and municipal authorities when determining the regional policy.
