Importance The article considers the territorial differentiation of socio-economic status of municipalities of the Russian Federation.
     Objectives The article aims to offer certain variations of zoning the region with a monocentric development. The authors are justifying the role of non-diversified municipal entities in the development of the region in order to ensure the sustainability of socio-economic systems of different levels.
     Methods The study used a factor analysis, mathematical methods and expert picks indicators of the social, economic and environmental development of municipalities that are grouped in representative groups. By the values of the selected principal components (common indicators of social, economic and environmental development of municipalities) the authors ranked the municipalities. On the basis of the ranking, the authors are specifying zones of perspective sustainable development.
     Results The authors consider municipal formations as the basis of a municipal system, which is part of the regional system. They analyze the interconditionality of the two major categories: space and system in the territorial context, and they justify their importance for the sustainable development of territories in the present-day conditions. The article studies single-industry towns in the regions, with differences on many items, including the level of socio-economic development. The authors are proposing a mechanism of management of social and economic development of these regions.
     Conclusions and Relevance The authors conclude that there are intra-regional differences. The paper shows the ways to anti-alias the ones at the sub-regional level, through the adoption of timely decisions that take into account the degree of severity of those or other complex problems at the micro level. The results of this research can be used in the practice of public administration in order to improve the effectiveness of decision-making in terms of territorial differentiation of the Russian Federation. The selected features of the non-diversified municipalities will maintain and develop their potential.
