Importance The article deals with the consequences of the ban on imports of some agricultural products in the context of the application of special economic measures to ensure the security of the Russian Federation. Objectives The purpose of the study is to identify qualitative and quantitative levels of production of certain agricultural products from the volume of its exports beyond the Volgograd region. Methods As the study's methodology, we used a content analysis of statistical and text material, i.e. reports of the Government of the region, the territorial State Statistics Service reviews, magazine and journal articles, and Internet resources data in the study area. Results We have analyzed the level of agricultural production in the periods before and after sanctions, as well as the dynamics of export of agricultural products in the similar periods. We have assessed the appropriateness of measures taken in the region to implement the program of import substitution; revealed the dependence of the level of production and export in the context of the restrictions on the importation of products. We also submit recommendations for the further development of the agricultural sector in the region. In addition, we have analyzed the complex of measures implemented in the territory of the Volgograd region to avoid negative impacts from the introduction of a "food blockade", which includes the avoidance of unjustified increase in prices for agricultural products, raw materials and food. We paid particular attention to the issues of import substitution through changes and increased State support measures. Conclusions and Relevance The analysis of the import substitution program has to justify the need to strengthen the role of the region's authorities in addressing the priorities of the agricultural sector of the economy. The results of the study can serve as a basis for the implementation of measures of protectionist policies in the agricultural sector, both at the level of individual regions and the country, as a whole.
