The article deals with the problems of aviation industry development in the sphere of small aircraft and air transport system in remote, hardly accessible and underpopulated regions. At present, the issues of aviation industry potential restoration, enhancing its competitiveness, increasing demand for its products, as well as transport accessibility of Russian regions is extremely important. Their solution is a necessary factor for the country's successful economic development. Various structures are dealing with these issues; the development strategies of these structures are individual and independent. The purpose of this paper is to identify the ways to overcome the problems of two strategically important sectors of the country's economy. The authors substantiate the necessity of joint planning of the aviation industry development in the field of small aviation and air transport in remote, hardly accessible and underpopulated regions with the availability of mandatory State subsidies. The paper offers a mechanism of joint formation of development strategies of these industries. In addition, the authors identify the optimization of the level of State subsidies and their better redistribution between the aviation industry sector, which produces small aircraft and air transport in the remote and sparsely populated regions. The paper considers the expediency of creating a single operator of the aircraft fleet and the network of airports that will allow the aviation industry to get a consolidated order to manufacture aircraft and develop technical specifications. This will ensure rational delegation of functions to the operator as a single custodian of the subsidies and a responsible developer of a relevant integrated program. If there are no agreed decisions in the sphere of aeronautical engineering design and production, ground infrastructure construction and maintenance, and social and regional policy development, many innovative technologies may remain unimplemented.
