Quality management at the meso level (the Southern Federal District energy system case study)

Importance Managing the electric-power industry's quality at the enterprise level does not allow full assessing the economic, organizational and technical aspects of the quality assurance for the entire process chain from power generation to power distribution. The quality management methods at the level of technological chain in the energy sector (electricity) are the subject of the research.
     Objectives The goal is to generalize the methodology of TQM (Total Quality Management) at a meso-economic level, i.e. the regional and sectoral ones.
     Methods My paper analyzes the research on emerging methods and technologies for assessing and monitoring the quality of power at various levels. I have considered the current indicators of the quality energy system of the Southern Federal District and proposed new ones. I have calculated quality indicators on the basis of the open statistical data of the generating, grid and distribution companies and compared them by the regions of the Southern Federal District.
     Results and Conclusions I have concluded that the current performance evaluation of the quality of regional energy systems and economies do not allow to make an assessment at the level of enterprises and production chains. I propose the idea of an integrated indicator (a system of quality indicators) and a simplified model of its calculation. The model takes into account the stages of production, transmission and distribution of electricity, as well as the heterogeneity of regions.
     Relevance The results of my study may be used to develop regional algorithms to achieve the objectives outlined in the "Energy Strategy of Russia until 2030"; to point out those areas where it is necessary to develop less energy-intensive energy schemes; to involve renewable energy sources in the energy balance, local fuels, secondary resources and to find out the regions where the development of distributed power generation and increased investment are most appropriate.
