Importance This paper discusses the transformation in the functioning and development of socio-economic systems that occurs regularly throughout the observed world evolutionary time interval. The National and regional socio-economic systems in their development consecutively change the stability and loss of balance phases. The basis of transformation of the trajectory of the functioning and development of socio-economic systems is a knowledge that is embodied in the practical aspects of the functioning of the system, i.e. the basis of changes in the internal and external environment of these systems is innovation.
     Objectives The main purpose of this article is in support of the hypothesis that all the changes and transformations that take place in the present socio-economic systems should be considered as an innovative transformation. The tasks in the framework of the article are as follows: give the definition of innovative transformation content; provide statistical data supporting the transformational phenomena in socio-economic systems; show the specificity of innovating in the development of regional socio-economic system on the example of the Sverdlovsk region.
     Methods In this paper, we used the methods of theoretical analysis, economic and statistical analysis, functional and organizational-economic analysis and forecasting.
     Results Innovative transformation, on the one hand, potentiates health change and loss of stability, but, on the other hand, as a phenomenon providing choices, forms the basis for a new steady state of the system. Change of conditions of stability and instability of socio-economic systems (including the regional ones), taking into account the current realities and changes in society, economy, and the environment requires effective measures, approaches and ways to manage the functioning and development of these systems.
     Conclusions and Relevance The current period of transformations of socio-economic systems at the regional level is an innovative period, based on the experience of the technical and infrastructural reforms, which received stimulus accumulation in the middle of the last century. This article presents a study of the experience of innovating of the regional socio-economic system based on one of the Russian regions, namely the Sverdlovsk region. We have specified the main problems of the transition to an innovative type of development, typical for the majority of the Russian regional economies.
