In the article the theoretical analysis of instruments of realization of Strategy of social and economic development of the Republic of Dagestan till 2025 as which modernization of socioeconomic institutes and marketing of the crisis territory are allocated is carried out. The diverse unique characteristics making a basis of competitive advantage of the region are considered. An attempt of identification of the fundamental reasons of modern problems of the Republic of Dagestan is made.
