In the article it is noted that the problem of evolution of the mono-profile cities is now for Russia and its regions extremely sharp in the social, economic and political plan. Formation of market incentives and possibility of self-development of mono-towns without the constant appeal to state resources is necessary. The conclusion is drawn on existence of legislative, administrative and productive conditions of formation of innovative import-substituting productions in borders of mono-territories of the Nizhny Novgorod Region. Creation of new productions in territories of mono-towns in the conditions of participation of Russia in the WTO forms preconditions for their transfer to the course of the concept of innovative import substitution with further participation of such territories as a part of industrial innovative import-substituting complexes.

Keywords: evolution of company towns, innovative import substitution; mono-territory restructuring
