Application of economic instruments to neutralize the environmental damage in regional perspective

In the article overview of existing economic instruments for environmental protection, particularly ecological payments are presented. The regional characteristics of the Stavropol region from the perspective of the organization of waste management, among which are the economic, social, climatic, ecological are analyzed and summarized. The regional program "Waste production and consumption in the Stavropol area, 2012-2016", which is the basis of research in the field of establishing the priority of particular economic instruments to achieve the established indicators of the program, which was carried out using a methodology to rank the most important tools for use in term are considered. The approach to modification of this technique with use of system of criteria and weight coefficients is offered
