In the article the analysis of essence of social and economic monitoring, its use in regional and municipal economy is carried out. According to account generalization of the various approaches available in the economic literature, the authors developed a method of a rating assessment of state and development of municipalities of the region, realized in practice of the Kabardino-Balkarian Republic.
