In the article it is noted that one of main objectives of economic reforms carried out in Russia is achievement of the universal standards of population life. The question of need of improvement of approaches to a welfare assessment is considered. In the course of theoretic-methodological research of a problem of public welfare this category is studied for the first time as the reproduction approach. The approach to a welfare assessment according to the regional component, based on the author's concept of welfare is offered. Empirical results of approbation of an approach to an assessment on an example of regions of the Central federal district are presented.
