Territorial segmentation in social policy of the region and its influence on formation of the regional budget

In the article it is noted that realization of social policy at the regional level and formation of the regional budget should be carried out on the base of the principle of territorial segmentation. Authors offered and described the main territorial segments, also proved the features of social requirements for each segment and specified the general approaches to formation of the regional budget for the purpose of the most effective realization of the social policy in the region.
