In the article it is noted that level, conditions and trajectory of development of tourism are differentiated on subjects of the Russian Federation, and also on separate territories as a part of each subject. There is a problem of a comparative assessment of tourism development on the regions according to tourist and recreational potential. The methodical approach to development of the region rating on a level of tourism of development is presented.
