Budget of the Federation as tool to regulate the social sphere of region

In the article it is noted that the social sphere is a traditional priority for authorities of any level in any state. In the Russian Federation the considerable volume of functions on regulation of the social sphere is assigned to regions. Financial base of regulation are regional budgets. The general theoretical approaches to the purposes and the directions of regulation of the social sphere of regions in connection with expenses of budgets of Federation subjects are offered.
