In the article the questions of assessment of resource potential of social and economic modernization of the Russian regions are analyzed. The methodological approach and tools of assessment of provision of resources of regional modernization are offered. The problems caused by insufficient resource ensuring of process of modernization are shown, recommendations about their decision are made.
