In this article the possible mechanisms for the implementation of industrial policy with the release of the development institutions like the relatively a new institutional model are offered.. It is noted that to overcome the loss and achieve high growth rates take a big change of industrial enterprises (including engineering), a substantial transformation on the basis of their modernization, ensuring no single, one-time conversion, and complex changes, a new quality of work. At the same time there is a need to update the theoretical and methodological framework of modernization.
