The economy of Russia is characterized a necessity of its transformation. The innovative regional economic policy is spent for it. One of ways of its realization is formation of special structures region - clusters. New tools for their construction, such as «the Technological platform», «the Center clusters developments», «Funds of sowing investments» are studied in article. They are applied at the first stages of formation of clusters to activization and stimulation of actions of members.
