Efficiency rating of regional special-purpose programmes

The paper deals with the problems of programme approach application in a regional governance, which provides increasing of executive powers's responsibility. The present work based on investigation of programme approach legislation in Russian's regions. The investigation points out imperfection of definitions in the legislation, which don’t permit retrace the impact of programme steps on achieving of tangible eventual result and evaluating efficiency of expended budgets. The article contains author’s theoretical chain of transition from immediate results of each programme step to total programme effectiveness. Also it's offered a suggestions specializing concepts of key terms in programme approach legislation.
