Subject. This article discusses the changing paradigm of globalization and current attracting foreign direct investment strategizing in the world and Russia in the context of geopolitical division and uncertainty.
Objectives. The study aims to summarize the fragmentation factors of the global economic space and current trends in the movement of foreign direct investment, characterize the foreign direct investment entering Russia.
Methods. For the study, we used the methods of historical, logical, comparative and statistical analyses.
Results. The article formulates the factors of slowing down globalization, transition to fragmentation and macroregionalization of the world space. It also identifies uneven shift from the policy of liberalizing the movement of foreign direct investment to its strategic sectoral selection.
Conclusions. The policy of liberalizing the attraction of foreign direct investment in Russia is insufficient to form a national innovation system. The importance of the Chinese experience in complementing, rather than replacing, national businesses with foreign ones is obvious. There are reasons for the weak Chinese-Russian investment activity.
