Subject. This article focuses on the establishing fuel and energy resources turnover management between Russia-friendly countries within the framework of the BRICS. Objectives. The study aims to ensure the controllability of the BRICS energy super-system and increase the clusters stability of organizational and economic agents in the BRICS territory. Methods. For the study, I used a systems and structural approach. Results. The article proposes to form a cluster of quasi-integrated fuel and energy markets with a segment of a system of bilateral or multilateral agreements that carry out operations on in fuel and energy complex trade. Conclusions. It is necessary to develop methods for monitoring and forecasting the state of organizational and economic agents clusters including infrastructural subsystems based on digital topology as the basis for digital monitoring and intelligent management within a single digital model.
