Introduction of artificial intelligence into the activities of government authorities of the Russian Federation: An empirical analysis of barriers and prospects
Subject. This article discusses the processes of introducing artificial intelligence technologies into the activities of the Russian State authorities. Objectives. The study aims to assess the current state of the artificial intelligence use in the public sector, identify key barriers to their implementation, and determine their specifics for organizations at various stages of digital transformation. Methods. For the study, we used the method of questionnaire survey of respondents and correlation analysis. Results. The article identifies three most significant barriers to the introduction of artificial intelligence into the public authorities activities, and reveals the differentiation of problems depending on the stage of implementation. The results obtained can help in the differentiated measures of State support development, and in the adjustment of digital transformation strategies in the public sector. Conclusions. The current stage of AI implementation in the public sector is heterogeneous, and the barriers hindering development are fundamentally different for organizations at different stages of digital maturity. An effective policy to encourage the introduction of AI should take into account these specifics and provide targeted support measures for each group of organizations.
