Strategic planning as a tool for ensuring the economic security of a region: Evidence from the Samara Oblast

Subject. This article discusses strategic planning as a tool for ensuring the regional and national economic security.
Objectives. The article aims to analyze the key provisions of the Strategy for the Socio-Economic Development of the Samara Oblast until 2030 and identify the region's potential.
Methods. For the study, we used the methods of systemic and comparative analyses and evaluation of key indicators dynamic series.
Results. The article highlights two key security blocks, and identifies systemic constraints that hinder the region's development.
Conclusions. Strategic planning serves as a key tool for ensuring national economic security. The implementation of strategic priorities allows the Samara Oblast to maintain the reproduction of critically important industrial competencies. Government authorities may use the obtained results to mitigate systemic risks at the meso level.
