Vulnerability pattern in the context of regional human capital management

Subject. This article focuses on the management of regional human capital.
Objectives. The article aims to develop methodological foundations for managing human capital based on the pattern of human vulnerability in the region.
Methods. For the study, I used the methods of theoretical and critical analyses, axiomatic and graphical methods, and the method of extrapolation.
Results. The article expands the concept of vulnerability and adaptation of its main features in the field of regional human capital management. The study develops the concept of human vulnerability patterns in the region and presents a basic practice-oriented model of human capital management.
Conclusions. The application of the obtained results can help develop effective measures to mitigate the negative impact of a stable set of regional factors on the opportunities for a person as a bearer of human capital.
