Selective investment policy as a tool for unlocking the spatial potential of small and medium-sized enterprises at the municipal level

Subject. This article focuses on the theoretical and methodological foundations and tools of selective investment policy.
Objectives. The article aims to reduce inter-territorial imbalance by fulfilling the specific spatial potential of small and medium-sized businesses in various types of municipalities.
Methods. For the study, we used the methods of classification and typological and comparative analyses.
Results. The article offers a comprehensive typology of municipal formations, identifies specific investment barriers, and proposes a stratified system of adapted investment mechanisms for each type of municipality.
Conclusions. The effectiveness of investment support for small and medium-sized enterprises depends on its adaptation to local specifics. Implementing the proposed selective approach can help reduce the severity of spatial disparities and turn Russia's territorial diversity into a resource for sustainable and balanced development.
