The mechanism of forming a socio-technological public structure under conditions of systemic uncertainty: Evidence from coal regions

Subject. This article discusses the new social order formation of a technological orientation.
Objectives. The article aims to form a management mechanism for the new technological structure establishment based on the example of the Russian coal regions.
Methods. For the study, I used the methods of analysis and synthesis, as well as project, systemic, process and component approaches.
Results. The article proposes advancement criterion markers and approaches to development of the Russian industrial areas.
Conclusions. The presented assessment of critical factors in raw materials regions indicates the low effectiveness of control mechanisms and the dominance of economic principles over the ecological or social ones.
