Subject. The article considers the importance of social infrastructure for improving the standard of living of the population.
Objectives. The aims of the study are examination of the evolution of the State strategic planning system, retrospective analysis and assessment of opportunities for social infrastructure development in Russia, searching for mechanisms to harmonize the strategic goals of the country’s development at the regional and national level.
Methods. We employed methods of historical, systems, logical, and critical analysis.
Results. We identified five epochs in the development of social infrastructure in Russia. The paper demonstrates the relationship between national projects and State programs at the Federal and regional level.
Conclusions. An inter-agency project-indicative approach to the development of social infrastructure contributes to the achievement of Russia's national development goals.
