Subject. This article discusses the issues of import substitution policy and applied research potential. Objectives. The article aims to classify and find ways to solve problems related to the development of the domestic hardware products market. Methods. For the study, we used the methods of systems analysis. Results. The article reveals the problems that are of fundamental importance for the implementation of the import substitution policy in the metal goods industry. Relevance. The results of the study can be taken into account when developing programmes for the development of the domestic market of industrial products.
